Retroactively adds the interaction region conditions for 2023 (pre-TS, post-TS, VDM, post-TS) to be compatible with lhcb/Allen!1261 (merged) lhcb/Detector!383 (merged) and lhcb/LHCb!4173 (merged) .
The numbers have been extracted from the offsets used during data-taking (history of changes here )
