Rich-Readout Property missing files ported from SIMCOND ForBoole Dec2023

For the Rich readout simulation, couple of missing files copied from SIMCOND: ../Rich1/HardwareProperties area after converting to YAML format. They have been read in some local areas, as part of developing Boole-simulation in the DD4HEP framework. This will be needed in the Boole ( for RICH in DD4HEP) for the RUN3 simulation. If there are any other standard tests we are supposed to trigger as part of this MR, please let me know.
