RICH Conditions update

Christopher Rob Jones requested to merge jonrob/rich-move-PMT-numbers-cond into master

This MR makes a number of improvments / bug fixes to the RICH conditions

  1. Rework the PMTDetectorNumbers conditions, also synchronizing their content with the master of SIMCOND
  2. Remove some test conditions, that no longer really serve any purpose now 'real' conditions are present.
  3. Add a missing parameter to the cable mapping conditions, that went astray in the original versions.
