Fix UT noise values for simulation.

Double checked sim10/run3-ideal and found it does not have the test beam values we have already put in master branch. These test beam values may not be 100% accurate to describe latest UT status, but it is already pretty realistic based on the studies with PbPb global run. Before we have the real values, these values should be used.

Somehow these values were updated in SIMCOND (so we don't need to worry about there!), but not in lhcb-conditions-database.
