[UT] Replace all lists in UT/ChannelInfo/NoiseValues.yml by empty lists

UT experts @tskwarni and @hawu indicated in lhcb/Allen#547 that the UT/ChannelInfo/NoiseValues.yml condition is only needed for simulation.

This reduces the time to load UT conditions by approximately 5.75 (from 5.77 to 0.02) in a local test with an -opt+g build.

I implemented this by adding the "empty" condition at run number 230000, which is before the start of data taking in 2022 (and after Run II). This way no changes are needed in Detector.
