UP basic alignment condition added & UT condition removed

As !112 (closed) was closed due to some mistake, a new merge request with simplest condtion as MP is available here for lhcb/Detector!554 (merged).

To Do List:

• test this conditon @yanru - test good.
• Do any other specific detector elements condition need to be added? @xuyuan - not needed for now.
