Simulate disabling of VP module 23

Port changes in SIMCOND!242 (merged)

Mark status of all chips in sensors 92 - 95 as bad to emulate disabling of module 23

This applies to MC 2024 Block 1-2, 3, 5-8.

It also applies to 90% of the luminosity for Block 4.

Being applied only to sim10/2024 for now, pending outcome of efforts to revive the module during YETS.
