Made UT ChannelInfo conditions for run number 0 smaller

The 3 conditions touched are taking altogether 8s out of 15s total time for condition loading when using run number 0. However, these are not really used and on top run number 0 is heavily used in tests. This change modifies run number 0 only to empty these conditions. Other run numbers are not touched
