VP simulations update, required to run Boole

dhcroft-SimVPConditions into sim10/run3-ideal

The necessary YAML files for the VP simulation, including the thresholds and dead time simulation settings. The target branch is sim10/run3-ideal.

This is required by lhcb/Detector!374 (merged) to provide the condition paths in the XML.
