Adapted data conditions to Detector changes for simulation

David Hutchcroft requested to merge dhcroft-DataVPConditions into master

Added Detector.yml and Simulation.yml to Conditions/VP to be consistent with the change in Detector for simulation.

This adds the two new files, which hold the detector status and simulation parameters required by lhcb/Detector!374 to the "data" conditions DB. The files are required so the XML references to the yml can be followed OK; but are not used is data reconstruction.
