Add Moore_spruce_bandwidth to schedule, remove rate tests

Remove two tests and add one new test

  • Moore_hlt2_rate_and_size was disabled in the past, and now it's replaced by Moore_hlt2_bandwidth
  • Moore_spruce_rate_and_size is being replaced by Moore_spruce_bandwidth

The new test launches the option: $PRCONFIGROOT/scripts/benchmark-scripts/Moore_spruce_bandwidth.sh
