Manage the project with https://rye-up.com/

Looking up uv I stumbled on rye, which sounds like a nice alternative to poetry.

This MR is how we can replace poetry with rye.

A follow up would be to switch to ruff for formatting (accessible via rye fmt) and linting (rye lint).
