Tune build platforms in 2024-patches

Remove gcc12 opt and dbg builds for x86_64_v2, as they provide minimal extra coverage to the gcc13 versions.

Add a clang16 build. We need at minimum one of these to catch issues which otherwise would only be seen once 2024-patches is merged into master.
