Use LbNightlyTools >= 4.0.10 for nightly build environment

Marco Clemencic requested to merge update-lbnightlytools into master

This is to drop one of the remaining uses of lbmessaging.

This needs to be (loosely) synchronized with lb-nightly-builds-frontend!179 (merged) to be able to trigger periodic tests from the web frontend.
