Change default versions of Gaudi and LCG

Marco Clemencic requested to merge update-default-lcg into master

Update default Gaudi to v38r3 and LCG to 105c. The two changes do not need to go together, but there is no need to separate them either.

lhcb-2024-patches is then decoupled from the default versions as they are meant to stick to the previous versions.
