Boole Run3 integration PR tests

This MR schedules new Boole PR-Run3-Integration-spillover and PR-Run3-Integration-noSpillover PR tests for lhcb-head, lhcb-master and lhcb-sim11 nightly slots and x86_64_v2-el9-gcc13+detdesc-opt platform. These new tests replace old UPG tests.
