Adding initial test to be processed by HLT JSON parser

Hi,

This is just a small change to request for the MooreRateTest to be re-run with the new handler from LHCbPR2HD.

The intention is to replace the existing handlers soon with this one in time but for the first week or so of testing I'm wanting to run both handlers in parallel so I can do some checking,

I'm happy to change the time that the test runs if there is a preferred timeslot for new slots to run in.
