Removing old Moore tests, adding new Smog_0x1724 test
This is a short MR to request the new Smog_0x1724 tests to run on the nightly builds with the same (new) parser as the normal Moore RateTests. I've also requested tests running and using the older parser to be stopped as well as the 0x1706_Tight which is no longer needed.
