Simplify use of LCG devX slots

Using lcg-toolchains!67 (merged) we can simplify the configuration of lhcb-lcg-devX slots.

The additional advantage is that the projects will report dev<X>/<day> as version of LCG used, so that derived project will be able to inherit it the same way they inherit versions like 100.
