Cleanup patches slots

• Remove Hlt and Moore from 2016-patches and run2-patches
• Remove Online and MooreOnline from *-patches slots
• Remove do0 platforms from *-patches slots
• Remove avx2+fma builds from *-patches slots
• Remove Alignment, Panoramix, Panoptes, Orwell from 2018-patches

We might be able to trim down the projects and platforms further. For example:

• Remove some of the other platforms, e.g. do we need
  • gcc7 on 2018-patches
  • gcc49 on 2017-patches
