Do not force IntelAplifier use
To support non-x86_64 architectures, the choice has to come from lcg-toolchains (IntelAmplifier does not exist for arm64).
If some slot have to have GAUDI_USE_INTELAMPLIFIER explicitly sets it should be set, then we can enable it on the specific slots.
