New handler for counter information

Ziyi Wang requested to merge ziyi_branch_counter into master

New handler PrCheckerCounterJSONhandler added. This handler is based on the output contour JSON file (gaudi/Gaudi!1248 (merged)).

Here, we only take the TrackMonitor as an example to show the plots.
