Skip merging step in DC handlers

Miroslav Saur requested to merge msaur_dc_removing_merging into master

Skipping merging step in PrCheckerSummaryHandler and PrCheckerSummaryHandler_withoutUT to hotfix failing DC jobs.

Proper solution will be to check if requested file exists, but we need to do a proper check of all output files.
