Simple handler for material scan

Guanyue Wan requested to merge wangy_add_material_scan_handler into LHCbPR_OTG_TestHandlers

Very simple handler to collect the histograms from Material Scan output. The material scan job is to be added, which is a simple line like:

geoPluginRun -input compact/run5/trunk/debug/TV_debug.xml -plugin rad_scan_etaphi_velo 300 360 290 835 100 1 0

only requiring the Detector project.

Together with the job in stacktester: mslater/lhcbupgrade2stacktesterconfig!1
