Create handler U2 Velo MuFromB study, further plots to be added

Guanyue Wan requested to merge wangy_add_u2_flavor_tagging_handler into LHCbPR_OTG_TestHandlers

Currently only plotting comparison plots of PVMatchEfficiency for 3D and 4D PVs.

Current Implemented Plots:

  • PV Match eff with IPChi23D and 4D as a function of Mu_Et
