Max combiner candidates/combinations handler

Handler to handle max combination/candidate test: lhcb-datapkg/PRConfig!436. The expected results of the test should look like Moore_max_candidates_test_n100000.html with the Unknown line fixed for Monitoring_Hlt1KsLine_InclKsKs.
