Draft: New Handlers Specific to Upgrade II / LHCbPR2Grid Jobs

Dan Thompson requested to merge LHCbPR_OTG_TestHandlers into master

For now, the test instance of https://gitlab.cern.ch/mslater/lhcbpr2grid and https://gitlab.cern.ch/mslater/lhcbupgrade2stacktester draws from the branch LHCbPR_OTG_TestHandlers when running handlers.

For now this will continue, but this draft MR will serve as an easy way to rebase and eventually merge when everything is ready for production
