Periodic dashboard

Maciej Pawel Szymanski requested to merge periodic_dashboard into master

The goal is to send the test job information to the nightlies dashboard, which means to send basically the same information as is alredy send to LHCbPR except for the job attributes (results of the handlers) and also adding some additional information like url to the jenkins build and url to LHCbPR dashboard.
