Allow specifying a different license than GPL v3 in lb-check-copyright and lb-add-copyright

It is likely that the Apache v2 license will be applied to device code in Allen. This change allows the Allen CI to tell users to add the right license if the copyright check fails.

The "None" option is there for the intermediate period.
