Port script for generating release notes from LbScripts

First of all, I'm not sure this is the right repo.

  • adapt to recent python-gitlab and GitLab's V4 API
  • decide on CLI / script name (and adapt the help)
  • use python library for git calls (postponed)
  • add tests (how, where?)
