Only mount X509_USER_PROXY in containers if the files exist

Chris Burr requested to merge missing-x509-proxy into master

@masmith had grid jobs failing due to containiners seemiling not being unavailable. The cause was that $X509_USER_PROXY was set to a non-existent file.

This MR makes it so that we only mount X509_USER_PROXY if the file it points to actually exists.
