Add "legacy" flavour

In preparation to the change of the default (stable) from LbLogin to LbEnv (LBCOMP-26), we should add a legacy flavour to make it possible to set LbLogin as user default.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
