Rename host-binary-tag to lb-host-binary-tag

Given the change of behaviour in !28 (merged) host-binary-tag would not be compatible with the current and old Gaudi CMake configurations.

Since Gaudi does not strictly need it (it can use an already embedded simplified version), I prefer to rename the script to avoid conflicts.
