Alternative project version specification for lb-run

Modified lb-run, lb-dev and SetupProject to accept Project/version to specify a project version pair, e.g.

$ lb-run Gaudi/v27r0

instead of (still supported)

$ lb-run Gaudi v27r0

This allows specifying non standard version.
