WIP: OBSOLETE Set env in lb-run and do not rerun LbLogin in that case

Just an idea I had to avoid the tcsh -f and bash --no-rc in lb-run

Unfortunately, it's difficult to test as the group_login sources from AFS or CVMFS....

Fixes LBCORE-764 and fixes LBCORE-1340.
