Add lbcharmdb environment (to Charm/)

Laurent Dufour requested to merge add_lbcharmdb into master

This MR adds the yaml for the lbcharmdb environment, after it has recently been added to conda-forge.

I was not sure whether I had to list again the dependences that were essentially also present on the conda package for lbcharmdb, but I did nonetheless.
