Environment for MC liaison tools

Added an environment similar to Simulation/parameter-tuning but with the intention of being useful for MC liaisons.

Should perhaps try to add MCStatTools once made packageable?

We'd also like to set up automatic redeployment from the LbMCSubmit repo
