Revert "migrate from dev-dependencies to group syntax in Poetry"

This reverts commit ed3e1c58.

This is needed because in Jenkins ci-test poll jobs we rely on Poetry from LbEnv, which is still 1.1.15, so it does not understand the new syntax.
