Add setuptools to the dependencies to make LbPlatformUtils work

LbPlatformUtils (without LbPlatformUtils!83 (merged)) requires implicitly setuptools, but the latest version of Poetry removes it from the environment.

This MR adds explicitly setuptools as a workaround, until the issue in LbPlatformUtils is fixed and deployed.
