Add minimal rebuild functionality

Marco Clemencic requested to merge 39-rebuild-button into new-nightlies

Add a rebuild button that redirects to the "start slots" page with the selected slot preselected.

This is not a full implementation of #39, but it's a good starting point.

The rebuild button is not shown in the release view as it does not make sense there (according to the new release procedure lhcb-ops/lbdevops!33).
