Improve new_lcg_version.py script

• sort directories in fragments files for better reproducibility
• embed the logic to hide CMake warnings from Vc
• use lcginfo.json as a cache because LCG metadata web page is not reliable
• automatically use platforms.txt, overrides.txt and layers.txt from LCG_version directories to simplify creation and updates of LCG versions
