Add support for lib64/pkgconfig directories in LCG releases

Marco Clemencic requested to merge 13-fix-pkgconfig-lookup-in-dev-slots into master

To simplify the support, I also dropped the special directory ${CMAKE_BINARY_DIR}/toolchain/lib/pkgconfig in favour fo the environment variable PKG_CONFIG_PATH.
