don't fail on missing intel tools when they wouldn't be used

reducing the severity of missing intel tools when they wouldn't be used anyway.

Especially since profiling isn't enabled by default, I find it a bit of a harsh requirement to have the intel tools in the path.

Print a warning anyway.
