Add Digi17/2024.05.15 stack for Run3 improved simulation

This is to deploy the whole Boole stack based on Gaudi v38r1 for the improved Run3 simulation.

Tt requires new Detector+LHCb+Lbcom from master

Release checklist (to be filled by the shifter)

• release build validation (to be checked with the MR author)
• RPMs deployment
• CVMFS installation
• web pages update
