Clean up devXlhcb.json and prepare LCG 104 entries

While preparing the entries for LCG 104 (comment in SPI-2421) I noticed that devXlhcb.json files were missing some entries and the formatting was slightly different (making the comparison harder than needed).

In this MR I

  • add onnxruntime to the (SPI-2387)
  • clean up devXlhcb.json files
  • add LCG 104 entries
