Minbias smog2argon commissioning

This AP creates tuples from the minimum-bias hlt1, hlt2 and sprucing lines for smog2. It runs on events firing on of the MinBias SMOG2 sprucing/hlt2 lines.

It stores event and tracking information, and is intended for commissioning and general event selection studies (studying contamination from pp, etc..)
