Add the remainder of Run 2 data

Prompt data samples for the time resolution measurement for the Bd2Dpi time-dependent gamma measurement.

Fixed the RootInTES for momentum scaling and added in the rest of run 2. Marked previous run over 2018 data for archiving, !1337 (merged).
