Draft: Fixing phis run3 hlt1 naming in MC tuples (supersedes !1493)

The MC tuples in the phis_run3 folder have a bug where most of the HLT1 decision branches have DecisionDecision in the name which breaks them. The current tuples should be deleted only AFTER the new tuples are ready.
