[QEE] ew_projects_run3 v1r1448p1 : Enable withUT trkeff modes

v1r1448 does not contain the Downstream or MuonUT trkeff modes. This rectifies that by making the trkeff_modes a function of the sprucing campaign.

I.e. 24c1 = ["VeloMuon", "SeedMuon"], 24c2 = ["VeloMuon", "SeedMuon", "Downstream", "MuonUT"]

To limit wasted resources: only runs the 24c2 TurCal jobs (Data and Z MC) as they are the only files that will be affected by this change.
Thus only supersedes the 24c2 TurCal tuples (DATA_TurCal, Z_TurCal) from !1448 (merged)
