Z+gamma production cross section using run2 data.

FYI @hyin @lugrazet This AP was used to scan 2016, 2017, and 2018 year data for the measurement of Z + gamma production cross-section. Scan Background MC including Z + Jet, Ztautau, 'ggttbar', qqttbar, WW, WZ, and ZZ.
